Mexican authorities have arrested an alleged logistics operator accused of coordinating the transportation and distribution of fentanyl and other synthetic drugs into Seattle and Tacoma, Washington.
Ángel Guerrero Carrillo, also known as “El Canguro,” was arrested Sunday in Zapopan, Jalisco, following an intelligence-sharing operation between Mexican and U.S. authorities, according to Mexico’s Security Cabinet.
Mexican authorities identified Guerrero Carrillo as an alleged member of the Beltrán Leyva Organization’s faction headed by Fausto Isidro Meza Flores, better known as “Chapo Isidro.”
U.S. records show the criminal organization Guerrero Carrillo allegedly worked for has longstanding ties to drug distribution networks in Washington state.
Guerrero Carrillo allegedly worked as a logistics operator and coordinated the transportation, distribution and sale of synthetic drugs and fentanyl in Seattle and Tacoma, according to Mexican authorities.
The operation involved Mexico’s Secretariat of the Navy, Attorney General’s Office and Secretariat of Security and Citizen Protection.
Authorities said they seized a firearm, ammunition, 50 doses and a bag containing methamphetamine, 15 fentanyl pills, cash and a cellphone during the operation.
“With investigation, intelligence and international cooperation, we continue to weaken the logistical capacity of criminal organizations,” Mexico’s Security Cabinet said in announcing the arrest.
Mexican authorities have not disclosed how Guerrero Carrillo allegedly transported narcotics to Washington state, what U.S.-Mexico border crossings may have been involved or whether commercial trucks were used.
U.S. federal records, however, show that drug trafficking organizations associated with Chapo Isidro have used commercial transportation to move narcotics and have had distribution ties to Washington state dating back more than a decade.
Federal investigation found Washington distribution cell
A 2017 federal court opinion stemming from an FBI investigation provides one of the clearest links between Chapo Isidro’s organization and Washington.
According to the court record, information provided to the FBI’s Washington state office by a confidential informant in 2010 helped agents identify a distribution cell belonging to the Meza Flores Drug Trafficking Organization.
The organization, based in Guasave, Sinaloa, worked closely with the Hector Beltrán Leyva drug trafficking organization to move large quantities of cocaine, methamphetamine, heroin and marijuana into the U.S. for distribution in Washington, Arizona and other states, federal prosecutors said.
The government identified Chapo Isidro as the leader of the Meza Flores organization.
The investigation also contained an early transportation connection.
Federal court records said the FBI surveilled a used-car dealer in Centralia, Washington, in 2010 and observed a Chevrolet Impala being loaded onto a transportation truck.
Investigators later conducted a covert search of the Impala and discovered about $56,000 in bundled cash and two drug ledgers, according to the court record.
The case also identified Panfilo Flores Apodaca, an uncle of Chapo Isidro, as someone who coordinated logistics for narcotics shipments into the United States on behalf of the organization.
Treasury identifies Washington as cartel destination
More recent U.S. Treasury Department records also identify Washington as a destination for the Beltrán Leyva Organization.
In December 2023, the Treasury Department’s Office of Foreign Assets Control sanctioned 15 Mexican nationals and two companies associated with the organization.
Treasury described the Beltrán Leyva Organization as heavily involved in transporting and distributing fentanyl and other drugs into the United States.
The agency identified Chapo Isidro, Oscar Manuel Gastelum Iribe, also known as “El Musico,” and Pedro Inzunza Noriega as leaders of the organization.
Gastelum Iribe allegedly oversees transportation of drugs from Colombia, Ecuador, Costa Rica, Honduras and Guatemala into Mexico before eventual distribution across the U.S., according to the Treasury.
Those destinations include California, Arizona, Oregon, Washington, Illinois, Nevada, Pennsylvania, Ohio and Massachusetts.
Treasury also identified several logistics coordinators in the Chapo Isidro network who allegedly arrange shipments from South America to Mexico by air, land and sea before distribution into the U.S.
In April 2025, Treasury again described the Beltrán Leyva Organization as heavily involved in transporting and distributing fentanyl, cocaine, heroin and methamphetamine into the U.S. and said Chapo Isidro was leading the organization.
Chapo Isidro faces federal drug trafficking charges in the Southern District of California and District of Columbia.
Tractor-trailers used by Chapo Isidro-linked cell
Federal prosecutors have also documented the use of tractor-trailers by another drug distribution cell allegedly associated with Chapo Isidro.
In a federal case announced in California, investigators targeted a Mexicali, Mexico, and Imperial County, California-based organization that prosecutors described as a distribution cell for the Beltrán Leyva Organization specifically associated with Chapo Isidro.
Investigators used wiretaps, undercover operations, searches and traffic stops involving passenger vehicles and tractor-trailers to investigate the organization.
In January 2023, federal authorities intercepted communications concerning the movement of fentanyl pills in a semi-truck and subsequently stopped the tractor-trailer.
Agents found eight duffel bags containing about 327 pounds of fentanyl pills in the trailer, according to the U.S. Attorney’s Office for the Southern District of California. Authorities estimated the shipment contained approximately 1.4 million pills.
Investigators intercepted another semi-truck shipment in May 2023 containing approximately 483,000 fentanyl pills.
Those cases do not establish that Guerrero Carrillo used commercial trucks to move narcotics to Washington. But federal authorities have separately documented the use of semi-trucks to supply large drug distribution networks in the Seattle-Tacoma region.
The U.S. Attorney’s Office for the Western District of Washington announced in August 2025 that authorities had dismantled a Sinaloa Cartel-connected organization that transported fentanyl, methamphetamine, cocaine and heroin from Mexico through California into western Washington.
Authorities said the organization sometimes used semi-trucks to move narcotics up the West Coast, with drug transactions occurring from the Tacoma area north to Whidbey Island and Arlington.
Investigators identified one alleged co-conspirator as a truck driver and said the organization was responsible for large narcotics shipments into the region.
That investigation involved a separate organization and has not been publicly connected to Guerrero Carrillo or Chapo Isidro.
The arrest of Guerrero Carrillo nevertheless adds another alleged connection between Mexican drug trafficking organizations and transportation networks supplying the Pacific Northwest.
U.S. and Mexican authorities have not publicly identified which U.S. agency provided intelligence leading to Guerrero Carrillo’s arrest, and publicly available U.S. federal records reviewed by FreightWaves do not show charges against him in the U.S.
Why it matters: Federal records show Chapo Isidro-linked trafficking operations have used commercial transportation, including tractor-trailers, to move large drug shipments into U.S. distribution networks for over a decade.
